Accreditation and Governance
The College is governed by a seven member Board of Trustees, appointed by the Governor of Maryland. Dr. James D. Ball is the president. Carroll is a state approved two-year college. It is accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools, 1007 North Orange Street, 4th Floor, MB#166, Wilmington, DE 19801. The Commission on Higher Education is an institutional accrediting agency recognized by the U.S. Secretary of Education and the Commission on Recognition of Postsecondary Accreditation.

Degree planning encourages mindful course selection and helps to ensure full progress toward degree completion. COMMUNITY: Carroll is the community’s college, and building community is highlighted in its mission statement. Through associate degree programs, career education, support for entrepreneurs, corporate training, kids’ summer camps, adult personal enrichment, cultural events, athletics, and its many partnerships with community and governmental organizations, the College is dedicated to enriching the community it serves.
ACCOUNTABILITY: The College is a good steward of the public’s trust and is transparent and accountable in all it does. It assesses its mission accomplishment through bench-marked institutional effectiveness measures, national and state peer comparisons, and regular program reviews. Student learning outcomes are continuously assessed and curricula revised to ensure the highest quality educational experience for students. Assessment data are regularly shared with the College’s governing board, the County government, and the public.

REFLECTION: Inscribed within the Seal of Carroll Community College are three ideals of an educated person: “Knowledge, Truth and Wisdom”. OPPORTUNITY: Carroll strives to provide an affordable education accessible to all who can benefit from its offerings, with transitional education to prepare students for college work and flexible learning options including online and evening classes to fit our students’ busy lives.
LEARNING: The words “Enter to Learn” are chiseled above the College’s main entrance, heralding its primary and defining mission. The phrase is also emblematic of Carroll’s institutional culture of organizational learning and continuous improvement.

Students will periodically be asked to participate in departmental learning assessments as well as institution-wide surveys and assessments. These assessment efforts are designed to help the College understand what students have learned so that student performance and goal completion can be continuously improved, which is central to the College’s mission. The College appreciates student cooperation in these endeavors.
Mission-Based Institutional Goals
Through effective teaching, engaged learning and a caring, student-centered environment, Carroll Community College:
- Provides associate degree programs, career and credentialing preparation, job skill enhancement, continuing professional education, and career resources and support to strengthen the regional workforce.
- Supports student attainment of essential skills in general education and prepares students for transfer to earn degrees beyond the associate.
- Delivers training and essential services to businesses and entrepreneurs, and creates and sustains strategic community partnerships to support business and economic development.
- Empowers students to define and achieve their educational and career goals, while offering individualized academic support services to enhance academic progress, educational transitions and program completion.
- Fosters campus and civic engagement and a sense of belonging, by providing a safe learning environment that models respect, acceptance, inclusion, and empathy towards diverse ways of thinking and being.
- Provides personal and community enrichment through lifelong learning opportunities, creative and cultural arts, athletics, student organizations, and special events.

Diversity, Equity, and Inclusion Statement
Carroll Community College identifies as an academic institution anchored in values fostering engagement and a sense of belonging by providing a safe learning and working environment that models respect, acceptance, inclusion, and empathy towards diverse ways of thinking and being.
Carroll’s definition of diversity is holistic, noting that to thrive as a top community college, it must embrace an increasingly diverse world, cultivate global awareness, educate around diversity, equity, and inclusion, and accept and practice responsible citizenship. Among Carroll Community College’s values is Respect which encompasses “just and humane, honest, and respectful interaction…” Carroll is considered a rural campus in Maryland with educational goals that include preparing students to live in a diverse world. Carroll wants students to flourish and endeavors to be responsive to Diversity, Equity, and Inclusion instead of reacting to crises.
Defining our commitment to this work begins with defining terminology related to diversity, equity, and inclusion.
DIVERSITY: The definition of diversity is continually evolving as our knowledge and/or understanding of people and their needs change. We currently understand diversity to include ability/disability, age, class, economic status, race, ethnicity, color, national origin, language, visa status, gender identity and expression, sex, sexual orientation, marital status, religion, political beliefs, height, weight, and veteran status. We also embrace differing and well-reasoned ideas, theories, approaches, individual beliefs, values, and perspectives as essential components of an inclusive community that are welcomed as long as they are respectful of others.
EQUITY: The guarantee of fair treatment, access, opportunity, and advancement while at the same time striving to identify and eliminate barriers that have prevented the full participation of some groups. The principle of equity acknowledges that there are historically underserved and underrepresented populations and that fairness regarding these unbalanced conditions is needed to assist equality in the provision of effective opportunities to all groups.
INCLUSION: The act of creating environments in which any individual or group can be and feel welcomed, respected, supported, and valued to fully participate. An inclusive and welcoming climate embraces differences and offers respect in words and actions for all people.
EQUITY-MINDED: Taking notice of inequities, their contexts, and the College’s work and responsibility in critically reassuring the College’s practices to address issues.
