Workforce, Business & Community Education provides high‑impact, relevant learning opportunities that support the evolving needs of Carroll County residents. Our programs equip individuals, organizations, and communities with the skills needed to advance careers, strengthen workplaces, and foster lifelong personal and cultural growth.Courses and training are delivered through flexible, learner‑centered formats designed to meet people where they are, including in‑person, hybrid, and fully online options; self‑paced learning; workshops and seminars; conferences; field and clinical experiences; and customized cohort models.
In partnership with local employers, government entities, and nonprofit organizations, Workforce, Business & Community Education designs and delivers responsive, customized training aligned to real‑world workforce and organizational needs. Through the strategic use of modern learning technologies and digital platforms, learners and employers are connected to regional, national, and global expertise and resources.
Workforce Innovation & Community Advancement
Workforce Innovation & Community Advancement offers courses and training programs to prepare individuals to enter the workforce and to upgrade current job skills. Industry certification and pre-licensing qualifications can be obtained in many areas. Workforce Training Certificates are awarded in more than forty programs leading to licensure, industry certification and employment. A Digital Badge is issued to all successful completers of a Workforce Training Certificate. A Digital Badge is an electronic validation of the student’s new skills and can be shared across all online platforms.

Resources for Entrepreneurs
The Small Business Development Center (SBDC) provides educational programming, networking opportunities, and referral services for entrepreneurs and small business owners throughout the region. Our entrepreneurial services help develop the local economy and support Carroll’s neighborhoods and communities.
- Classes: Entrepreneurs and small business owners can take advantage of a variety of courses to assist with all facets of business start-up and growth. Scholarships are available for select entrepreneurship classes, offered in coordination with the Miller Resource for Entrepreneurship.
- Events and Networking: The SBDC hosts special business events and networking opportunities to connect entrepreneurs with peers and industry experts.
- Consulting: Budding entrepreneurs and local businesses can access free business counseling through the SBDC.
- Referral Services: The SBDC helps entrepreneurs and businesses explore and access available local, state, and federal resources.
Adult Education Programs
Adult Education Programs GED© Preparation
The College offers a program that prepares students to take the GED© exam and earn a high school diploma. In this adult diploma course, students will improve the skills needed at work, at home, and in everyday life. The program offers instruction in math, reading, social studies, science, and writing with instruction being tailored to the skill level of the student. GED© preparation classes are free of charge. GED© practice tests are available for enrolled students who want to determine their readiness for success. Academic advising is available for those who wish to continue with job training or a college education.
English for Speakers of Other Languages
The College offers English courses for foreign-born adults who would like to learn English or improve their English language proficiency. Students are tested to determine the most appropriate class placement where they will receive intensive instruction in listening, speaking, reading, and writing. Students also receive instruction in American culture and civics. The Basic English classes are free of charge, and course sizes are small to better meet the needs of the students. The College also offers a credit course in Academic Level English.
Personal Enrichment
Adults, youth, and children of all ages are inspired by personal development activities that stimulate creativity, broaden knowledge, expand perspectives, and support healthy living. A broad selection of courses and activities are designed to accommodate changing lifestyles and new programs are continually added to reflect community interests.
Arts and Humanities
A variety of courses are offered to enhance and expand knowledge through the visual, musical, and written arts. Both beginning and experienced artists are nurtured and encouraged to enhance their skills in the creative arts through courses in drawing, painting, craft, photography, and writing. Additional courses in history, culture, and foreign language are offered.
Health, Wellness, and Safety
A wide variety of courses designed to enhance good physical, emotional, and mental health are held on a regular basis. Courses range from aerobic dancing and yoga to alternative practices and personal health. Special safety courses for motorcycle enthusiasts as well as personal safety.
World View
World View courses and programs provide perspectives and information designed to cultivate global understanding and bridge cultural differences in a rapidly shrinking world. Throughout the year, World View activities explore a variety of personal, collective, informational and historical viewpoints of the world through courses, seminars, lectures, travel, and special events.
Lifestyle
A collection of courses intended to enrich the daily activities of life are offered on a regular basis. Special programs focus on home and garden themes, outdoor adventure and the culinary arts. New topic areas designed for personal development are continually being developed.
Kids@Carroll + Teen College
Young people are welcomed on campus. School-aged children and youth, ages 6 - 15, may take advantage of Summer!Kids@Carroll and Teen College, a weekly summer enrichment program in a camp-like environment. Age appropriate enrichment programs in science, art, crafts, world culture, technology, and more are offered. Programs are also offered during the school year.
