Accreditation and Governance
The College is governed by a seven member Board of Trustees, appointed by the Governor of Maryland. Dr. James D. Ball is the president. Carroll is a state approved two-year college. It is accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools, 3624 Market Street, Philadelphia, PA 19104. The Commission on Higher Education is an institutional accrediting agency recognized by the U.S. Secretary of Education and the Commission on Recognition of Postsecondary Accreditation.

Dear Students,
As President of Carroll Community College, I want to thank you for considering Carroll as your destination for higher education. Students who enroll at Carroll come from all ages and backgrounds and have one thing in common-the desire to improve themselves academically and professionally.
What sets Carroll apart from other educational institutions is our emphasis on individualized student support. This is demonstrated through initiatives like areas of study and milestone advising. Students are encouraged to ask questions as they get started, continue their discovery as they formulate goals, uncover their unique paths, look ahead towards completion and prepare to take advantage of transfer or career opportunities.
Program faculty and dedicated advisors work one-on-one with students to help them become well versed in all aspects of their chosen field of study. Degree planning encourages mindful course selection and meaningful progress toward graduation and transfer. We’ve invested in advanced technology systems to increase student/faculty/staff communications. Our collective efforts support college success. Without a doubt, we are there for every student, every step of the way.

COMMUNITY: Carroll is the community’s college, and building community is highlighted in its mission statement. Through associate degree programs, career education, support for entrepreneurs, corporate training, kids’ summer camps, adult personal enrichment, cultural events, athletics, and its many partnerships with community and governmental organizations, the College is dedicated to enriching the community it serves.
ACCOUNTABILITY: The College is a good steward of the public’s trust and is transparent and accountable in all it does. It assesses its mission accomplishment through benchmarked institutional effectiveness measures, national and state peer comparisons, and regular program reviews. Student learning outcomes are continuously assessed and curricula revised to ensure the highest quality educational experience for students. Assessment data are regularly shared with the College’s governing board, the County government, and the public.

LEARNING: The words “Enter to Learn” are chiseled above the College’s main entrance, heralding its primary and defining mission. The phrase is also emblematic of Carroll’s institutional culture of organizational learning and continuous improvement.

Learning Assessment
Students will periodically be asked to participate in departmental learning assessments as well as institution-wide surveys and assessments. These assessment efforts are designed to help the College understand what students have learned so that student performance and goal completion can be continuously improved, which is central to the College’s mission. The College appreciates student cooperation in these endeavors.
Mission-Based Institutional Goals
Through effective teaching, engaged learning and a caring, student-centered environment, Carroll Community College:
- Provides associate degree programs, career and credentialing preparation, job skill enhancement, continuing professional education, and career resources and support to strengthen the regional workforce.
- Supports student attainment of essential skills in general education and prepares students for transfer to earn degrees beyond the associate.
- Delivers training and essential services to businesses and entrepreneurs, and creates and sustains strategic community partnerships to support business and economic development.
- Empowers students to define and achieve their educational and career goals, while offering individualized academic support services to enhance academic progress, educational transitions and program completion.
- Fosters campus and civic engagement and a sense of belonging, by providing a safe learning environment that models respect, acceptance, inclusion, and empathy towards diverse ways of thinking and being.
